HOW TO PARTICIPATE

The City of Rocklin welcomes your interest and involvement in the City's legislative process. The City Council has established a procedure for addressing the Council. Persons wishing to address the City Council are asked to voluntarily complete and submit a speaker identification sheet to the City Clerk. Speaker identification sheets are available near the entrance of the Council Chambers. For items listed on the agenda, any person may address the City Council at the time the item is considered. Speakers are requested to restrict their comments to the item as it appears on the agenda and stay within the required three-minute time limit. The Brown Act does not permit the City Council to take action on items brought up under Citizens Addressing the City Council.

WRITINGS RECEIVED AFTER AGENDA POSTING

Any writing or documents related to an agenda item for this meeting provided to the City Council, Public Financing Authority or Successor Agency will be made available for public inspection at City Hall, 3970 Rocklin Road, Rocklin, during normal business hours.

LEVINE ACT PROVISIONS

The Levine Act requires a party (or the party’s agent(s)) to a proceeding before the City of Rocklin that involves any action or consideration to their contract, license, permit, or other entitlement for use, to disclose any campaign contribution made to a City elected or appointed officer (including Councilmembers, Planning Commissioners, and members of other City boards and commissions)

totaling more than $500 within the 12 months before the City decision.

If making a presentation regarding an agenda item, all audio/visual materials must be submitted to the City Clerk or Secretary at least 72 hours in advance. The City is not responsible for the compatibility or operation of non-city devices or the functionality of non-city presentations.

Recommendation:

Adopt a Resolution of the City Council of the City of Rocklin approving the Memorandum of Understanding between the City and Pioneer Community Energy for Low Carbon Fuel Standard program services to be administered by Energy Mission Control dba FuSE Carbon Technologies.

Recommendation:

Adopt a Resolution of the City Council of the City of Rocklin Authorizing the Mayor to Execute the Response to the 2024-25 Grand Jury Final Report on Behalf of the City of Rocklin.

Recommendation:

Adopt a Resolution of the City Council of the City of Rocklin Approving the Agreement for Legal Services with Jones Hall, a Professional Law Corporation, and Authorizing the City Attorney to Execute the Agreement.

Recommendation:
  1. Adopt a Resolution of the City Council of the City of Rocklin Fixing the Employer Contribution Under the Public Employees’ Medical and Hospital Care Act at an Equal Amount for Employees and Annuitants.
  2. Adopt a Resolution of the City Council of the City of Rocklin to Approve Amendments to the Rules, Regulations, Benefits, and Policies Related to Employee Relations Between the Management, Confidential, and Unrepresented Employees and the City and Repeal Resolution No. 2024-272.
  3. Adopt a Resolution of the City Council of the City of Rocklin Authorizing the City Manager to Overfill Allocated Positions within the Fire and Police Departments

Cooperative Purchase Agreements for Fiscal Year 2025/26 - Repeal and Replace Resolution No. 2025-126

 
Recommendation:

Adopt a Resolution of the City Council of the City of Rocklin Repealing Resolution No. 2025-126 and Authorizing the City Manager to Purchase Goods and Services through Cooperative Purchase Agreements for Fiscal Year 2025/26.

Adoption of Policy Implementing SB 937 Fee Deferral Requirements

 
Recommendation:

Adopt a Resolution of the City Council of the City of Rocklin Adopting a Policy for Implementation of SB 937 and Authorizing the City Manager to Develop a Program Consistent with the Requirements of SB 937, Update Processes, and Take All Other Actions Necessary to be Compliant with the Requirements of SB 937.

2024 Homeland Security Grant Program - Award of Grants

 
Recommendation:

Adopt a Resolution Approving and Authorizing the City Manager to Execute Subawardee Grant Agreements with the County of Placer Accepting the Terms and Awards of the 2024 Homeland Security Grant Program.

Memorial Park Play Structure Replacement - Amendment No. 1 and Notice of Completion

 
Recommendation:
  1. Adopt a Resolution of the City Council of the City of Rocklin Approving Amendment No. 1 to the Construction Contract with Miracle Playsystems, Inc. and Authorizing the City Manager to Execute Amendment No. 1 and Approving a Budget Transfer.
  2. Adopt a Resolution of the City Council of the City of Rocklin Accepting the Public Work Known as the Memorial Park Play Structure Replacement, Approving the Notice of Completion Thereof, and Authorizing and Directing the Execution and Recordation of Said Notice on Behalf of the City (Miracle Playsystems, Inc.).

Corporation Yard Shop Roof Restoration and Gutter Replacement – Notice of Completion

 
Recommendation:

Adopt a Resolution of the City Council of the City of Rocklin Accepting the Public Work Known as the Corporation Yard Shop Roof Restoration and Gutter Replacement, Approving the Notice of Completion Thereof, and Authorizing and Directing the Execution and Recordation of Said Notice on Behalf of the City (United Building Contractors, Inc.).

Recommendation:

Adopt a Resolution of the City Council of the City of Rocklin Accepting the Public Work Known as the Bluffs Subdivision ADA Ramps Phase 2, Approving the Notice of Completion Thereof, and Authorizing and Directing the Execution and Recordation of Said Notice on Behalf of the City (Hyatt Contracting, Inc.).

Recommendation:

Conduct a Public Hearing and Consider the Following Actions:

  1. Adopt a Resolution of the City Council of the City of Rocklin Approving an August 2025 Addendum to the 2012 General Plan Environmental Impact Report and a Statutory Exemption for the 2021-2029 Housing Element Program 10 – Alternative Sites for Inclusion in the Approved Inventory of Sites for the Regional Housing Needs Allocation (RHNA) Project (2021-2029 Housing Element Program 10 – Alternative Sites / ENV2025-0009).
  2. Adopt a Resolution of the City Council of the City of Rocklin Approving a General Plan Amendment for the 2021-2029 Housing Element Program 10 – Alternative Sites for Inclusion in the Approved Inventory of Sites for the Regional Housing Needs Allocation (RHNA) Project and the Rocklin West Annexation Project (2021-2029 Housing Element Program 10 – Alternative Sites / GPA2025-0001 and Rocklin West Annexation / GPA2024-0001).
  3. Introduce, Waive the Full Reading and Read by Title Only, an Ordinance of the City Council of the City of Rocklin Applying the Residential Minimum Density Overlay District to the Alternative Sites Identified for Inclusion in the City’s Regional Housing Needs Allocation (RHNA) Inventory of Sites (2021-2029 Housing Element Program 10 – Alternative Sites / Z2025-0001).
